NCAI and the Government Relations Committee have been working diligently and have made significant positive progress in recent months at the North Carolina Capitol!
NCAI, along with our partner, The North Carolina Professional Appraisers Coalition (NCPAC), were able to protect the interests of appraisers in North Carolina with successfully negotiating the amendment and revision of SB 690. This was essential to avoid the unintended consequences of the bill, which would have put excessive burdens on candidates seeking certifications through the Practical Applications of Real Estate Appraisal (PAREA) program in North Carolina, an interactive, online educational pathway toward residential certification approved and introduced by the Appraiser Qualifications Board (AQB). The proposed legislation in the initial draft would have also put up barriers to reciprocity for appraisers coming into North Carolina, which has ramifications for North Carolina’s status with The Appraisal Foundation.
Team NCAI was represented by a phenomenal group of members, including Kelli Mayhew, Mike Elwell, Vanessa Hall, Erica Butler, Richard Earley, Nathan Pippin, Greyson Morgan, and Shep Overton, as well as our lobbyists Jon Hardister and Sebastian King of Elevation Strategies, LLC, and Scott DiBiasio, Director of Government Affairs for the Appraisal Institute.

As a result of our joint efforts, a new and more accessible pathway to entering the residential appraisal profession in North Carolina will be available. Through PAREA, and the Appraisal Institute’s new flexible and innovative educational program, individuals in North Carolina can now gain appraisal knowledge and experience on their own time to achieve the licensed residential (LR) appraisal credential. It is expected that the Appraisal Institute will have their certified residential (CR) PAREA program available in the very near future. Our chapter members and our team of lobbyists were extremely effective, and we are grateful for their time and their commitment to protecting NC appraisers.
